Truck Operation Management: Legal Compliance, Driver Health, and Roll Calls Amid Labor Shortages

Truck operation managers must comply with laws such as the Motor Truck Transportation Business Act, Transport Safety Regulations, Road Traffic Act, Road Transport Vehicle Act, Labor Standards Act, Improvement Standards Notification, and Industrial Safety and Health Act. Their role is not only to dispatch vehicles or conduct roll calls, but to judge whether drivers can operate safely.

Key duties include preparing driver schedules, preventing overwork, conducting pre- and post-duty roll calls, giving safety instructions, keeping records, providing accident-prevention training, and monitoring driver health. Managers must control working hours, rest periods, driving hours, and continuous driving time to avoid unsafe operations.

Driver health management requires regular checkups, follow-up for abnormal results, physician input, and attention to conditions such as hypertension, diabetes, heart disease, stroke risk, and sleep apnea. During roll calls, managers must check alcohol use, fatigue, lack of sleep, illness, medication, vehicle inspection status, route, weather, road conditions, and any abnormalities.

If alcohol, serious fatigue, poor health, or vehicle defects are found, the driver must not operate. When in doubt, the safest rule is: do not let the driver drive.

However, due to a shortage of fleet managers and drivers, sufficient time cannot always be allocated to alcohol checks and health management. As a result, there is a growing concern that roll calls are becoming a mere formality.

For this study session, we will invite Mr. Shun Kimura from Smart Mobility Inc. as a guest lecturer. The session will be designed for operation managers and will cover the key laws and regulations they must comply with, driver health management, and roll-call procedures. It will also introduce solutions that enable health management and roll calls to be conducted more efficiently and in a shorter amount of time.
